Baker Duncan became mayor through the standard appointment or election process under Waco’s commission form of government at the time (which transitioned to a city manager system around 1924). Baker Duncan took office in 1927, following H.F. Connally (who served briefly in 1926 after a prior mayor’s resignation or transition). Baker had previously served as a city commissioner in 1926.
Baker Duncan was the husband of Frances Higginbotham, daughter of Rufus and Hattie Higginbotham.
